Cancelling Bill Pay

It was my understanding that no action on the recent change to Quicken's Bill Pay would result in automatic cancellation. I was charge through PayPal this morning for $9.95. I did not authorize a Paypal payment and want this Bill Pay or its replacement cancelled. How?
