Why are there actual figures in some categories in the new budget i created for next year?

in Budgeting and Planning Tools (Windows)
Ran spending reports for 2021 and there are no items. In planning when i select new budget for 2021 some categories have actuals illed in.

    Thanks for the help. Been using Quicken for at least 50 years and couldn't figure this out.
