Multiple Biller Issues (Edited for Clarity)

Refreshing my Xcel Energy Bill is not returning my latest bill that I see when logging into the website. Is anyone else experiencing this issue? When I perform a refresh no error message is being returned.

When I try and refresh my PayPal bill, and updated amount is not returning. Is anyone else having this problem?

The minimum amount due for American express bill is shown as XXX.00 when actual amount is XXX.19. Is the amount rounding down for a reason? If I pay the amount shown I will not be paying the full amount due on the actual bill?
