Can't Pay Excel Energy Bill with Quick Pay

I believe there is an error with Quicken's login procedure for Xcel Energy. Xcel rejects the credentials sent by Quicken. Xcel now requires user ID and password plus ONE of these three: social security #, drivers license # or state issued ID #. The Quicken setup for my Xcel account requires ALL THREE of SS, DL and State ID or the "Continue" button does not activate. Well, I only have two of the three - SS and DL. I want to be able to pay Xcel using Quicken please fix or tell me how to make it work.

Thank you for taking the time to visit the Community to report this issue, although I apologize that you have been unable to add your Xcel Energy Bill.
May I ask that you provide the URL that you are using to sign onto your Xcel account?
The Quicken program uses,
https://www.xcelenergy.com/
when I navigate to this page I do not see any additional login requirements.
Please let me know!
