If AMEX issue is fixed (no more OL-293 errors), how come I still can't update?

AMEX update to Quicken has been broken since 1/17. Although the initial error message has disappeared, the update still says "unable to complete". And the last time I disabled/re-enabled the account, the subsequent download purged all the categories since about Oct. That's not acceptable.
