Both 31.5 & 31.6 have issues so the release has been paused. Count yourself lucky.

I'd recommend staying with R30.21 until the problems are resolved. The recent problems involve scrolling in registers and possibly missing transactions or start up problems. When resolved, there will be a new release offered with a number greater than 31.6.
Note- most releases are staged so that not everyone gets offered a new release immediately. When a release is offered and then not available it usually means that a significant problem was discovered by the early users and that the release is paused.
