Upon renewal, do I have to close out current quicken and upload the new quicken after putting my CC

    No, you just have to update what your installation knows about your subscription's expiration date.
    If it doesn't automatically, do Edit->Preferences->Quicken ID and login in as different user (using your existing Quicken Id) to refresh the information.
