How can I set up a link to my USAA FSB account?

I am a brand-new customer to Quicken and I am having difficulty signing in to the 'File' menu per the instructions I received from USAA

There have been numerous problems with USAA connections resulting from a change in their server. I am not sure what File menu process you are referring to but some USAA guidance is outdated. This is a link to details of the current process:

If you are using this general process, and experiencing difficulties, please give us details regarding the step which is giving you difficulty.
