Is there any way to fix Error 1723?

I have had to manually update transactions on multiple accounts for about 30 days. On all of them I get an error message which states: 'Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor.
