Is there any way to fix Error 1723?

I have had to manually update transactions on multiple accounts for about 30 days. On all of them I get an error message which states: 'Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. Error 1723 is a Windows error, not a Quicken error. I would suggest using QCleanUI to remove and reinstall Quicken.

I am on R31.20 Build 27.2.31.20
FYI: Quicken 'says' this is the most current version
