Trying top pay bill but it says it needs to be refreshed

Trying to pay a bill on line using Quicken's process. I've updated the account and entered the one time code Chase sent. However, when I go to make a payment it states to select Refresh from the drop down menu. My question is what drop down menu? The message doesn't direct any further.

Thank you for reaching out to Quicken Community. I apologize you are having difficulties with your online biller. You are correct, the instructions are not laid out clearly. To refresh your biller select the drop-down menu under the action column and select "refresh bill(s)." An example is shown below.
Additionally, I have also refreshed your biller on my end. Please let us know if you have any other questions or concerns.
