Renaming rules not working

I have a rule on the "do not rename" tab to not rename any payee containing "paypal."  But these transactions are still being renamed.

I'm running Quicken Premier R33.24 Build 27.1.33.24 on Windows 10 Home V20H2 Build 19042.1052.

Thank you for reaching out to the Community regarding your issue, although I am sorry to hear that you are experiencing issues with your renaming rule. I'm wondering exactly why it's not picking up the rule since it sounds like it's inputted correctly. There could be a couple of different things we may need to double check to see if we might be able to resolve the issue.
