I cannot upgrade Quicken

I am unable to upgrade my membership either through the app or on the web. I can log into my account but when I hover my cursor over the "Current Plan" button or the "Upgrade" buttons I get a red circle with a line through it.
Does anyone know what is the problem?

    just to clarify - do you mean to "upgrade" ... Starter --> Deluxe --> Premier --> H&B
    or "renewal" to extend your membership expiration ?
    Where are you trying this "log into my account"  -
    the Quicken.com website - or Quicken desktop software, Quicken Mobile App, or Quicken on the Web...
    Let us know how things get resolved.
