OL-301-A Errors Downloading Neighbors FCU DC

I have set up direct connect for my Neighbors FCU accounts recently and transactions download on set up and then only get OL-301-A errors for all subsequent attempts. Have tried setting up from scratch twice. Called Neighbors Support and they said everything looks good at their end with the account and I should contact Quicken.
Error Message:
Your financial institution has rejected your request. Additional information from Neighbors FCU DC: Iteration: 0 For Mandatory Attribute (BANKID):: (Is Mapped to getBankStmtDownload -- bankID)[OL-301-A]
