I use three credit cards.  I have a number of savings goals related to discretionary spending.  When paying the credit card, I always withdraw funds from a savings goal.  So I have a large number of memorized transactions that are titled "Withdrawal From Goal" and then have different details in the memo and specific tags for each credit card.  I have a problem in that it seems that from time to time Quicken automatically reduces the number of memorized transactions that are titled the same to 10 or less.  If there is a limit can it be raised to 15.  If there is no limit how are JUST THESE "Withdrawal From Goal" memorized transactions being automatically deleted?  None of my other memorized transactions are being deleted other than for the "unused rules"?  These do not fall into the unused rules limits.  All of my "Withdrawal From Goal" memorized transactions get used at least 3 to 4 times a year and some every  month.

The only limit about "remove memorized payees not used in [xx] months" can be found in Edit / Preferences / Data Entry & Quickfill.
Is this setting enabled in your data file (has a checkmark in the box to the left of the setting)?
If so, what is the number of months this is set to? IMHO, shouldn't be less than 12. I use 24 for some infrequent yet regular payees.
I also recommend that you use distinct Payee Names wherever possible, not just one with many variations.
