Why do hidden accounts continue to show up

when I move transactions to another account, all accounts appear in the dropdown list, to include hidden accounts. is there something to be done to prevent the hidden accounts from showing?

Mark the accounts "Hidden" and "Separate".
In Quicken's infinite wisdom, Hidden doesn't really mean hidden.0

This bug has been a pain for a long time. Accounts are marked Hidden and Seperate, they still show up when editing, after the transaction has been entered. Once hidden, if the account is part of a memorized payee entry, they no longer show up in the memorized payee list. Being hidden in the list, you can't delete them from the memorized list. But they still automatically fill in when the payee is entered. Since they keep getting used inadvertently, cleaning up the memorized payee list does not work.
I understand why they don't want to permanently remove them from the account list, but we should have the option to "hide" them when editing the register and be able to remove them from the memorized payee list.0
