quicken investment transaction exchange rate for USD stocks not always correct (shows 1.00)

I often have trouble with capital gains reports because Quicken transactions after downloading them does not show correct exchange rate. If i pull up the box for the actual transaction, in lower right corner it just shows 1.00 as the exchange rate. some transactions are correct (like say 1.2763)..how do I update these 1.00 to be correct?
Sometimes I have gotten them to update but don't know how, seems almost random. Anyone know the exact procedure that updates all the exchange rates from 1.00 to the correct rate for that transaction in the investment register in batch?
