What happened to Bill Manager?

I saw a message the other day about a modern dashboard. So I selected that and now I can't figure out how to get into Bill Manager.
The menus at the top of the page are gone.

I did a manual check for updates and realized I was a couple updates behind. I ran the update and restarted and now my tabs are back.
