I've just upgraded my subscription from the Starter Edition to the Deluxe Edition and paid the tab. My software has not caught up. How to I get to installing the upgraded software?

I suggest you reset the
Quicken ID
associated with the Quicken file.
Select
Edit
> Preferences...
Select
Quicken ID & Cloud Accounts
Select
Sign in as a different user
Enter
yes
Select
Sign Out
Sign in with the your
Quicken ID

This is one of the methods you can use to verify or refresh your subscription status.
You could also click Help / Check Membership status
or run a One Step Update
or simply stop Quicken, wait a minute and then restart Quicken ...
IOW, anything that makes Quicken call home will reflect changes to your membership status.

Thanks. That worked. If that's the regular procedure, it seems a bit awkward.
