This message comes up when during Quicken installation one does not sign in with their Quicken ID and password (the same email address and PW used to sign into Quicken.com and into this Community).  If your subscription is still active, did you try doing what the message says...sign out and sign back in?
    If not, then do that.
If you did or if it is not giving you the opportunity to sign in, then I suggest you uninstall Quicken from your computer.  Then log into your online Quicken.com account and download and install the problem from there.  When downloading and installing from your Quicken.com account Quicken will be automatically activated.

Thank you for your suggestions. I had installed the program from my account and I tried signing in and out as per the message. So I also uninstalled it and reinstalled again and this message still comes up. I also validated the data file. I wonder if the program is a different version but I have no way to confirm the version on my old computer.

    Just to clarify ....
1 - you signed into the Quicken.com website with your Quicken email address ID & password
2 - you downloaded the Quicken software from the Quicken website
3 - you can start the Quicken program... but it fails trying to open your Quicken data file.

Yes I signed in and My Account came up. The option to download was listed in the menu at the bottom. After it downloaded, the data file comes up for a second and then I was asked to sign in again. That message then shows up

I find the filename suspicious that Quicken is loading.

You might want to use File -> Open to make certain you are loading the intended data file.

I would agree. I've tried a few different files as I can't find any without old dates in the filename. This one is the most recent modified date and largest size. No matter what file I open, I get that message

Great!  I'm glad it worked for you.  Sometimes it just happens...and not just with Quicken.  When it does happen closing and reopening the program or rebooting the computer will often end up fixing/completing the installation.  But in your case you couldn't get it to activate which is why I thought perhaps the solution was to uninstall/reinstall it.
