CC-501 Error Downloading from PenFed Credit Union

Starting last week, I have received this cc-501 error every time I try to download transactions from my PenFed Credit Union accounts. Any idea what's going on?

Intuit continues to have difficulty maintaining the Express Web Connect connection method for Quicken. If you are not willing to accept the unreliability of this connection method, I suggest you use the Web Connect connection method if available instead. It was just announced today (December 16, 2021) that it has been resolved?, however I am still unable to connect using the Express Web Connect feature in Quicken.1
