w10 Quicken 2011 Does not populate Assign Memeorized Payee Action function

Quicken 2011 In Customizing The Tool Bar.. I have checked Show All Tool Bar Choices... Selected Use A Specific Memorized Payee... selected Add... Assign Memorized Payee to Action... NO Memorized Payees are in the drop box ???? I have this same version on another computer and this function works fine there .
I have run the validate & repair function and it reports all is normal.
For some reason that list of Memorized Payees will not populate the Assign Memorized Payee Action box/list
