I don't see any way to (1) create a zero $ budget for 2022 or (2) a budget that loads 2021 categories and monthly actuals to 2022. Any guidance on one or both of these?

Savings Goals
can be used to provide zero-based budgeting.
And as explained in the doc, if you choose
Let Quicken select my transaction categories
when you create the budget, Quicken creates the budget based on the previous 12 full months of transactions.
