Is there a utility to rename payees AFTER they've been downloaded?

The renaming rules will only help in the future.There is an edit & replace capability in register. Just select the transactions you want to change using standard Windows selection methods and then right click on that selection and select edit from the dropdown menu.Try it with a single transaction to get the feel of how to do it first.

Looks like you are a new Quicken user - welcome!
I suggest that you take the following steps:
1) Click on "Tools"
2) Select "Renaming Rules" from the dropdown menu;
3) In the bottom left corner of the pop-up - select the "Question mark" in a blue circle.
4) a Quicken "Help" window will open with information and instructions to accomplish what you want to do.
