This is an indication of another program like dropbox , Onedrive  or some other backup program placing a lock on Quicken's data file. You need to correct this. This prevents Quicken from controlling the data file and can also cause data corruption.

IF you're using Dropbox/etc to backup your Q data file ... DON'T.  For exactly the reason that you've just discovered.
Set Dropbox/etc to take the backup file that's created by Q instead.  This file will be held by Q, and not available to Dropbox, until Q's backup is completed and then Dropbox can begin.

Is there a program or app that can tell me who has a lock on the file?

Also, I' not using Drop Box. I'm using Windows File History for backup.

I would venture to say this is what is the issue.

Quicken updates when you hit Enter.
