Thank you for reaching out to the Quicken Community. We apologize you are having this issue. To better assist you more information is needed. For instance, are you getting any error codes? What connection method are you using?
To check the connection method being used select Tools >Account List >Edit account details >Online Services.
Please elaborate so that we may move forward with diagnosing the issue at hand.

I have moved your issue into a Windows thread.
We do currently have an Open Alert for issues importing QFX files. You can use the link provided to get there. Once there you can bookmark it to stay up to date on progress made on the issue.
