    The first thing I'd look at is a bad Renaming Rule. It's quite possible that you have a Renaming Rule with Payee Name = Venmo that is defined incorrectly and applies itself to all / many downloaded transactions. Delete that Rule.

    i believe it is a settings issue - most likely caused by the user
