Repeating online payments

I cannot set up a repeating online payment. Some of my older repeating payments are still active, but I cannot set up new ones. Is this feature no longer available?

Thanks Sherlock. What was confusing to me was one had to select set up manual bill, not online bill on the bill and income reminder page, even if using online bill pay. After manual bill selected and then payee, online bill payment with frequency can be set up.
