Why four screen refreshes when downloading transactions?

When I have my bank download transactions to Quicken, before letting me do anything it must refresh the screen four times. I sit, and wait, and watch the flickering screen, and eventually the tortoise crosses the finish line. The hare crossed minutes ago.

Why is downloading transactions so horrible? It has always been this way, and has never improved.
