transfer to sales tax account trouble

My system is set up to invoice sales tax with a sale. When the invoice is paid the payment is deposited into the bank account. The next month I will pay the state the sales tax I collected the previous month.

When I enter the payment to the state using "transfer" to the sales tax liability account the transfer does not show up in the liability account.

What do you think I am doing wrong?
