USAA bills don’t link to ebill

I have a USAA visa and USAA vehicle insurance. I am unable to link either bill to Quicken ebill. I am able to start the process and get as far as Quicken trying to sync with USAA. However, the bills never fully connect to Quick Pay. I see lots of issues on the site with others unable to sync USAA accounts. I’m not sure if the ebill issue is related or another issue completely.
