First Tech FCU 2-Factor issue

I have 2-factor set up on my First Tech accounts and that works fine. However, when I download transactions through Quicken, 2-factor is not required like it was in previous Quicken versions. This has been ongoing for the last two (maybe even three) Quicken updates.
Additionally, I can download transactions using Quicken one-step update, but I have to select a First Tech account and download those accounts/transactions again as they are not captured. While they show up as downloaded transactions, I can't reconcile unless I do the second update as described in the first sentence.
Quicken Premier (Windows 11)
Ver: R39.23, Build: 27.1.39.23
