Quicken hangs when trying to link a Managed Bill to an Online Biller

when linking a managed bill to an online biller Quicken just hangs. I have to use Task Mgr to stop the execution because the quicken instance is dead.
this just started happening after Quicken did an install today to R40.13, Build 27.1.40.13.

I am sorry to hear about this issue with freezing and hanging when attempting to make use of the Bill Manager. Thank you for speaking with us about this here on the Quicken Community.
Are you noticing this behavior with respect to one particular biller, only? Also, have you already tried restoring from a backup file to see whether or not this problem continues? We recommend saving backups frequently by going to File > Copy or Backup File... in the upper menu at the top of the screen. Provided that this has been done often, there should be a recent backup available for restoration; try going to the same menu mentioned just a moment ago and selecting Restore a Backup File... in order to access one of these. I am curious to hear whether or not this continues to occur in a restored data file.
