Non-zero Actuals for Categories without Budgets not showing up on report

I was looking at this thread from 2020, and surprisingly the problem still exists (at least for me).

If I enter an expense to a category that is not budgeted yet, the expense will not show up in my budget vs. actual report. The workaround that Bill West identified in the above discussion fixes it (click on the planning tab once), but it definitely seems like a bug. Hard to believe it has been around for two years and not been addressed.
