Manual Transaction Review No Longer Works...

When I can get a transaction download (very iffy these days and impossible for Citi) the downloads while flagged do not show to be reviewed. If I change general or account specific preferences then (I may) get downloads auto-entered in the register which is NOT how I prefer to review them. Worst(?), sometimes there are transactions auto-entered which are not flagged.
I've done all the generic stuff, reactivate accounts (where 502 errors don't mess them up), validate and repair files, etc. Quicken just doesn't work any longer.
