Why does my .qfx exported from Synchrony Bank not import into Quicken?

When I try using File/File Import -- and NOTHING happens.
When I try using "Import Transactions from Bank website" from within the account, it tries to import, but imports "0" transactions. The file size is 18kb, so I know there are transactions there.
