Accounts Flagged As Having Downloaded Transactions

Sometimes after running an update accounts are flagged as having downloaded transactions for review, but there are no transactions to review.

I have two credit cards (different financial institutions) set up for Express Web Connect. One has been doing this for quite some time. This morning they both did this.
