Accounts Flagged As Having Downloaded Transactions

Sometimes after running an update accounts are flagged as having downloaded transactions for review, but there are no transactions to review.
I have two credit cards (different financial institutions) set up for Express Web Connect. One has been doing this for quite some time. This morning they both did this.

Quicken Says There Are Transactions to Accept But Do Not See Any

Thanks for the suggestion, but the online center tells me there are "0" transactions to review yet the flag is still set. I select the account in the account bar, there are no transactions and the flag has cleared. I didn't see how to address this condition in the referenced post.0
