My progressive car insurance can be setup as an online biller but my home owner's cannot. Is there something special I, Quicken or Progressive need to do?

There are several Online Billers listed when I search for "Progressive".
If none of these applies to the mailing address for your home owner's insurance, you should still be able to set it up as a Check Pay payment (where a paper check is mailed to the Progressive payment mailing address on your invoice). Be sure to pay at least 2 weeks before due date, to allow for mailing and processing time.
Alternatively, I recommend you logon to the Progressive website and set up Auto Pay (direct debit, APS, whatever they call it) to authorize Progressive to deduct both insurance payments directly (this time and, optionally, for all future payments) from your checking account or a credit card on due date. That way payment is made on time and you don't have to worry about missing payments or being late.
