Can't upgrade

So I was just on a Chat with Quicken and I was trying to upgrade from Starter to Deluxe. Was told that I can't upgrade until 2 months before my subscription expires. Why is that? I have been wusing Quicken for over 20 years. Never heard anything like this that you can't upgrade.
