Archive attribute not being set for .QDF

My PC is set up to take an incremental backup of critical files. This is based on the Archive Attribute set on my .QDF file. The last time this worked correctly is July 6. I validated this today after making an entry into Quicken. The Archive Attribute remained unchanged. I have been validating a PC rebuild after a crash and had to do a reinstall of OS and all my apps. I'm not sure if this is a Quicken problem or Win10 problem. Other Attributes seem to be set to be pulled for backup. Any ideas?
UPDATE: It appears that the update flag is only set when it exit and I guess it saves the file.
