PayPal transactions always problematic

I'm having a lot of problems with PayPal showing up properly in Quicken. I do have them linked electronically, so Quicken is auto-downloading all PayPal transactions. I don't use the reconcile feature (perhaps I should, but that's a separate discussion). I just manually look over all transactions to make sure they're right.
This is a fairly recurrent problem. I paid for something at PayPal Shipstation. Here's how it shows up in Quicken: as two transactions that cancel each other out (I don't know why).
Then a second screenshot showing how it shows up in Quicken. I'm not sure why it's showing me a foreign transaction.
There are no other transactions in Quicken for $3.49 (or anything close to that). In the past I've sometimes seen THREE transactions in Quicken all for the same amount (two that cancel each other out, and one that stands accurately). But this particular one has no third transaction.
My PayPal ledger in Quicken is quite a mess and I can't figure out how to handle this properly. What do I do?
