Citibank transactions not downloading

It's been months since I have successfully downloaded any Citibank transactions through Quicken. I am connecting using Express Web connect. When I update it completes without giving me an error, but nothing downloads. When I download using the Citibank site, I get transactions the transactions, but it doesn't recognize any transactions already cleared, they are marked as new. I am unwilling to start a new file because I have too many years of transactions. I have about 6 Citi accounts including 3 credit cards
