clicking on transaction in downloaded transaction moves up to transactions w/out my accepting

Question

Fairly new to Quicken, but not a novice. 
 I just noticed - when I click on a transaction in my "downloaded transactions", Quicken puts that transaction up at the bottom of my register, even when I haven't yet "accepted" the transaction.  
 Is this how it is supposed to work?
 I thought a transaction only went into the register after I click on "accept"

Yes, that is how it works.  Note that it does not "accept" the transaction, it just shows it at the bottom of the register in addition to the downloaded transaction panel until you accept it.  If you were to click on another downloaded transaction that one would show at the bottom of the register instead (pending acceptance).
