Chase migration - bill payment no longer avail

With the new chase connection, we cannot make payments through the online center anymore? We have to make payments through Chase bill pay and download into Quicken?

That is correct.  Express Web Connect + is a one way transfer, there isn't any way for Quicken to send/sync with the financial institution's bill payment system.

Quicken Inc which will instead suggest you use Quicken Bill Manager, but personally I wouldn't recommend it.
