manual match does not work

When I try to manually match a downloaded transaction to my register, not all of the uncleared items appear as potential matches (including the legitimate item that should be matched). I have uncleared items in my register dated prior to the date of the downloaded transaction, for the same amount of the downloaded transaction, and they do not appear on the list as candidates for a manual match. I would say the manually match works maybe 10% of the time. I have been using Quicken for over 30 years. This has been a problem for me for about 5 years. I have posted this before and submitted help tickets, but the problem has never been resolved. [Removed - Off Topic/Rant]
