Qucken 2013 restore from backup stuck in a loop

I'm upgrading from Quicken 2000 and followed the process for upgrading using interim versions. 2000 to 2004 worked fine, but going from 2004 to 2013 is not working.
In 2013 I select the backup file I want to restore and then select the location to save the restored file. It goes through the conversion process and then the window to select the location to save the restored file comes back up. If I cancel, it says it can't open the file. But If I select the location to save the restored file it just loops through the same process again and again.

Well, it appears I've solved my own problem. It didn't like that I was using a usb thumbdrive for the backup and restore process. I created a directory on the hard drive and it worked just fine.
