downloading transactions into quicken for windows

in Download, Add/Update Accounts (Windows)
the button enabling download of transactions in my accounts is no longer available. how can i download credit card charges and or banking transactions now? Do I have to go to each individual account on the internet to download?

    What feature level, version and release (R xx.xx) of Quicken are you using?
    US, Canadian or other country version?
    Is your subscription still active or is it expired?
    Which bank, give just one example, is giving you problems?
