How do I set up a new I-Bond account?

This is an issue I've had with Quicken for a long time.--i.e., how to set up an investment account *without* tying it online to a bank or institution. Or how to set up an investment under the category that *I* choose in the account list.
Case in point: I just invested in a U/S. I bond. The menu does not allow that choice as an investment. The offline choices include a short list of 4 investment types--none of which include a U.S. Bond. Why isn't there an "other" choice that allows for one of any number of investment types, especially something as common as a savings bond?
