Ongoing Home Depot account linking issues

I have seen numerous post related to Home Depot account linking, some of which suggest that the user contact the bank to tell them to contact Quicken which seems ridiculous to me that the Quicken customer is being asked be the middle man.
My problem is similar in that my accounts were downloading fine a couple of months or so ago. When I did a reset, i receive a CC_503 (or something to effect) saying my account creds are incorrect which they are not because I can log into the bank site just fine.
Home Depot has a mechanism to link various banks on their backend systems so that you can access your card directly from the Home Depot site. (this is how I had linked it before it stopped working to the Home Depot Consumer Credit Card selection (www.homedepot.com)
After resetting did not work, I unlinked the card from Home Depot site and used Home Depot (citiretailservices.citibankonline.com). I am able to log in to this website without issue, but when I try linking through Quicken i get CC-503 error indicating a "mistype in login" Again, this account is just fine as I can log onto the Citibank website without issue.

I am sorry about these recurring issues with the CC-503 error message. Thanks for discussing this with us here on the Quicken Community.
First, save a backup by navigating to File > Save a Backup File... in the upper menu at the top of the screen. I want to make sure that the following steps have been attempted, in order:Step One: Verify your bank login information
- Type your password/PIN into a text application, such as Notepad, WordPad, or other text/word application.
Note: This is a way of confirming you don't have typographical errors in this field.
- Highlight the "confirmed" password and then copy it (Ctrl + C) and paste it (Ctrl + V) into the appropriate fields in Quicken.
Step Two: Verify your bank login at the bank's website
- Go to your bank's website and use your credentials to log in to the bank's website.
- Confirm that you're able to log in to the bank's website with the expected username and password.
Please note, Quicken has a 16-character limit for bank passwords. If your bank password is longer than 16 characters, it will need to be shortened.
Step Three: Update your password(s) in Quicken
- Launch Quicken and go to Tools > Password Vault > Add/Edit Passwords.
- Click on the account in the Password Vault.
- Choose Delete Password for the account.
- Complete a One Step Update, you will be prompted to enter the password manually.
- Type in the password (the same one used on the bank's website) and check in the box marked Save next to the password field.
- Click Update Now.
If there is no option to delete and update the password, or if the login ID/username also needs to be changed:
- Choose Tools > Account List.
- Click the Edit button next to the account you want to change the login ID for.
- In the Account Details window, click the Online Services tab.
- Click Deactivate, and then click Yes to deactivate online services.
- Click Yes again, if necessary, to confirm your choice.
- Repeat these steps to deactivate all accounts at this same bank.
- Return to the Online Services tab, and click Set up Now for each account you've deactivated.
- Enter the correct login ID and follow the on-screen prompts to activate your account.
