It appears Discover is no longer offering Quicken Web Connect QFX files as downloads? Only Excel and CSV files.

That's correct - Discover now only supports EWC/Quicken Connect, they no longer offer Web Connect downloads. There are third party tools that you can use to convert CSV files to QIF which you can then import.1

QuicknPerlWiz provides ImportQIF for free which can convert the CSV to QIF for import into Quicken.I use it myself and it works great.
