Paypal Transaction Download

I have had issues with downloading my Paypal transactions into Quicken since August. It shows that it was updated on the current date and that it is using Express Web Connect +. I am on Quicken version R44.27, Build 27.1.44.27. We have the two factor authentication set up, but Quicken is not prompting for a code when I download. I have verified my log in information is correct, I have deactivated online setup and reactivated it, I tried "adding" the account and linking it to my current one and I reset the account, none of them were successful. Outside of manually inputting my transactions into Quicken, does anyone have any suggestions?
